    Recognising the need for an Internal Auditor at the Georgetown municipality, efforts are being made as a matter of urgency, to employ a suitable person to fill the vacant position.Public Relations Officer ((ag), Debra Lewis, in an invited comment yesterday, said that the municipality has been without the services of an Internal Auditor for over one year. She said that one Ms. Euna Williams was the last person to have filled the capacity but has since retired leaving the post vacant.City Mayor Hamilton Green has said that should the vacancy not be filled in the very near future, there may be considerations to rehire Williams. According to Lewis, the Internal Auditor is charged primarily with auditing the records and accounts of the municipality.It was disclosed that during her time at the city entity, Williams had in fact detected a number of financial discrepancies, which were repeatedly brought to the attention of management.However, while the discrepancies were acknowledged, no action was ever taken internally to rectify the situation.And such discrepancies were for several years highlighted each year by the Auditor General reports, a revelation which gained national attention last year when Minister of Local Government and Regional Development, Kellawan Lall, was forced to intervene.As part of his intervention, the Minister introduced a Commission of Inquiry and appointed Mr Keith Burrowes as its Chairman.The inquiry process commenced last September and according to Burrowes, a report on his findings and recommendations will be completed shortly.The report will outline recommendations that, if utilised, could better the functioning of the Municipality. Another section will focus primarily on the findings of the Auditor General’s Report as they relate to the culpability of offices of the Town Clerk and the City Treasurer. The lack of an Internal Auditor was touted as one of the principal reasons that financial irregularities and mismanagement have been allowed to persist at the Municipality.Deputy Mayor, Robert Williams, had said that the council in its efforts to get systems in place had recognised the usefulness of an Internal Auditor, a position that does not exist despite the many efforts of the council fill the post.Williams’s disclosure came during a forum, which saw Burrowes meeting with officers of the Municipality and City Councillors in his quest to get a better insight into the challenges that the institution faces.The Deputy Mayor at that forum pointed out to Burrowes that the council is cognisant of the fact that it cannot function well without certain positions being filled and certain responsibilities being delegated.He noted that the operation of the council is significantly challenged because of the absence of an Internal Auditor.? “Even if we try to rectify certain situations the person whom we expect as a council to initiate the examination is yet to be replaced having retired.”Against this background,Jerseys NFL China, Williams noted that it is hoped that the Commission of Inquiry could speak to the question of ownership and relationship between and among Departments even as he hinted to levels of ineptness within the system.According to him, it is common knowledge that there is a system in place whereby Heads of Department meet at least once a fortnight to discuss matters relevant to the improvement of the Municipality and to examine the decisions of council and determine the best method of implementation.However, there have been shortcomings in this system relating to satisfying the services that citizens expect.Nonetheless, Williams noted that the council as a corporate body has been managing the affairs of the Municipality in terms of its policies consistent with the by-laws and consistent with corporate policies in the absence of an Auditor General.

He is grappling to adjust to the current realities of his life.The unemployed father of two lamented that by no means has he received any acceptable monies from the company with which he was employed when he suffered his misfortune.Nelson currently receives $20,000 per month from the fishing company, as part of a damages package, which he said is just not good enough.Nelson, 23, lost his leg in a horrific freak accident last December while working as a deckhand on a Pritipaul Investment Limited trawler, ‘Maria Sue’ some 25 miles from the mouth of the Berbice River.The fishermen were in the process of pulling in a catch when Nelson’s foot got caught in the winch which was being used to pull up the seine. His right foot from the shin down was severed.“All I know that I de pulling up the net and I feel like the line hook my foot. By the time I look, I see me foot come off. I de shock so I didn’t even feel pain till seconds after I see de foot.”“Like even though I survive, I never think that I would be dependent on people so young. It hard because I can hardly do things for myself,” the father of two lamented.“Since the accident I never received no adequate compensation from de company.? I wuk deh fuh more than two years. I use to work for at least $100,000 a month to support my family. 吁请信称,归真堂不符合《首次公开发行股票并在创业板上市管理暂行办法》,并列举出三点理由。其一,归真堂主营的熊胆业务不符合国家产业政策;其二,熊胆行业经营环境可能发生重大变化,并对归真堂的持续盈利能力构成重大不利影响;第三,归真堂在最近三年内存在违法行为。
吁请信中称,“归真堂一旦获批上市,将引发各界对自然生态环境保护问题的激烈争辩,并可能对政府职能部门监管能力和公信力产生质疑。因此,恳请证监会及有关部门慎重考虑,对归真堂的上市申请不予支持及批准。”
15工作***内确定受理否
它基金同时还吁请证监会,严格审查同样以熊胆制品为主的上市公司,如上海凯宝药业有限公司等。
上述吁请信的联名签署人包括冯骥才、韩红((微博)、崔永元等。它基金称,将发起第二轮更广泛的联名活动。
昨***,证监会信访办收到吁请信后表示,将把相关材料转交相关部门,15个工作***内决定是否受理,如受理,60个工作***内将给书面回复。
信访办工作人员还对它基金工作人员提及,它基金并不是第一家反映归真堂情况的,应该能很快***出回复。
上市申请已进审核流程
归真堂办公室工作人员表示,他们并不知道它基金递交吁请信一事,目前不便对上市过程中发生的事***任何评价,上市申请进程以证监会官方发布的进程为准。
证监会官网公开信息显示,这家公司的上市申请,目前处于“落实反馈意见中”。
根据首次公开发行股票并在创业板上市的审核工作流程,需经受理、反馈会、见面会、问核、预先披露、初审会、发审会、封卷、会后事项审核、核准发行等主要环节。它基金工作人员称,发审会环节非常关键,所以必须在这步前尽快行动,发出反对声音,平板模温机
■ 背景
归真堂上市去年曾遭抵制
去年初,归真堂打算上市的消息传出后,动物爱好者以动物受到残忍对待和消费者可能受到伤害为由掀起了抵制行动。动物保护机构亚洲动物基金会曾向福建省证监局递交书面声明。
论战中,在京出席全国“两会”的人大代表和政协委员们也纷纷加入,有政协委员递交提案,呼吁停止活熊取胆业。
今年2月1***,证监会公布了一批IPO申报企业基本信息表显示,从事活熊取胆的福建药企“归真堂”正在谋求在国内创业板上市。
此举引发网络争议,并逐渐演变为行业协会、动物福利慈善机构、环保人士,关于中药产业发展与野生动物保护的激烈争论。
据归真堂介绍,目前其养殖场有黑熊400头,为中国南方最大的黑熊养殖基地。该公司表示,计划用上市募集的资金建设总规划面积为3000亩的养殖基地,把黑熊养殖规模扩大到1200头。

企业赚钱不应是唯一标准,这是价值观的问题。
每一个企业应该是社会公民,会造成各种影响,归真堂造成的影响很坏,“活熊取胆”的残忍和对自然的不尊重应受到谴责。
选择企业上市,企业赚钱不应该是唯一标准。如果企业的价值观念是残酷的掠夺赚钱的话,常德油锅炉,从长远经营上看,这家企业也不会是好公司,也是没有战略远见的公司,整个价值观念都存在问题,是没有生命力的。
证监会在审核企业时,应考虑到社会影响,对于在道德上的不良企业,不要批准它的上市。

The dead child’s mother, Onika Chester, related that they were all in the house and could not tell how her son met his demise, thus she was awaiting the results of the post mortem examination to clear up any doubts.The frustrated mother stated that the post mortem was scheduled for Wednesday last, but was told Dr. Singh was on leave and Dr. Brijmohan was occupied in Berbice, and as a result, it was postponed to yesterday. She said that her son “has already turned blue” and she was not sure that his body “will keep until Monday”.The distressed woman stated that all funeral arrangements were intact for today and now with the post mortem rescheduled, it will affect them tremendously.A hospital official told this publication that the mortuary staff was preparing for the post mortem examinations, as is normal on Fridays, when they received a telephone call informing them that the pathologist was unavailable due to the fact that he fell ill.
