It is a vexing matter when one has to drive here because of the deplorable state of the streets. Now that the rains have come you can imagine the agony drivers face in traversing these streets.Another burning issue is that for the last four weeks there has been no garbage collection in the scheme. Residents have resorted to either burning their refuse or dumping the garbage on parapets.“They say them stop collecting garbage.”It was also pointed out that for such a large housing development, the entire Diamond Housing Scheme does not have any fire hydrants.Despite repeated efforts, Kaieteur News was unable to contact officials from the Diamond NDC.

So said Minister of Natural Resources, Raphael Trotman while highlighting the woes of the Guyana Gold Board before the National Assembly.Trotman said that in 2015 the APNU+AFC Government noted that the Guyana Gold Board had, over a number of years, amassed a deficit of more than GY$9B.? He said that the deficit called for a comprehensive review of the organization that has been in existence for 35 years.Trotman said that the Ministry of Natural Resources has fought tirelessly for the continued existence of the Guyana Gold Board “because the Ministry believes that there is merit in having the organization function as a regulator to monitor gold dealers and continue to provide the service of trading gold on a profitable basis.”Trotman said that in 2016, a complete organizational review was conducted and during the stocktaking process, it was realized that the method of buying gold is flawed. He added that it has been recognised that monitoring and compliance go beyond that scope to include the licensed gold dealers.Minister of Natural Resources, Raphael TrotmanAs such, the Minister said that in 2017, legislative changes will be made to allow the Board to enhance its monitoring and regulatory process and increase revenues from application fees and penalties.“At this time I can say that the status quo cannot continue and there will be changes.? Therefore, the Guyana Gold Board must review the method of purchasing gold and this will be done in consultation with the representative organisers of miners and the gold dealers.”Trotman said that during the review process, it was noted that the Guyana Gold Board was primarily monitoring gold declaration figures.     Relatives of Sachin Singh and Wajeed Shaw were yesterday still unable to accept the fact that the two young friends had died in the horrific pre-dawn crash at Little Diamond, East Bank Demerara.But Traffic Chief Neil Semple said that initial investigations suggest that the victims were speeding and may have been under the influence of alcohol.Singh, 22, of Lot 150 Triumph, East Coast Demerara, and Shaw, also 22, of Thirteenth Street, Diamond New Housing Scheme, East Bank Demerara,Cheap Nike Air Max Wholesale, were burned alive when the car Singh was driving burst into flames after crashing into a culvert.Singh was the owner of the Luxury Cuts Barber Shop, while Shaw was his employee and close friend.The bodies were both burned beyond recognition but relatives confirmed their identity after viewing the remains at a city mortuary.The youths had attended a wedding reception at Buddy’s International Hotel at Providence, East Bank Demerara on Monday night and were heading for Shaw’s home in Diamond New Housing Scheme at around 00:30 hrs on Tuesday when the tragedy occurred.According to reports, Singh was driving his car, PJJ 8627, south along the East Bank Demerara Public Road when he lost control of the vehicle and slammed into a culvert, ripping a huge chunk of concrete off the structure.The car then burst into flames, with the two young men still trapped inside.Residents who rushed to the scene recalled seeing the vehicle engulfed in flames and hearing them screaming for help. A resident also said that one of the trapped youths was desperately trying to open one of the front doors.The residents said that they were unable to rescue the youths because of the intense heat. Both youths were already dead when firefighters finally arrived and doused the flames.Some residents said that the area is poorly lit.The mothers of both young men were too distraught to say much when Kaieteur News visited their homes yesterday.Shaw’s mother, Rehana Shaw, said that her son left home early Monday morning for work at his friend’s Georgetown barber shop.Mrs. Shaw said she later had lunch with him. That was the last time that she saw her son alive. The family would learn of the tragedy at around 02:00 hrs, after Kaieteur News staffers, who were at the accident scene, turned up at their home.Initial reports had indicated that one of the victims was a girl, and Mrs. Shaw said that such a report gave her a glimmer of hope that her son was still alive.However, their hopes were dashed after relatives visited the scene and identified Singh’s mangled vehicle by its number plate.?Mrs. Shaw revealed that the two young men had been close friends for several years.Sachin Singh’s fiancée, Vashtie Dass, told Kaieteur News that she last saw him at around 17:30 hrs on Monday. She recalled that her fiancé informed her that he was going to the reception and that she would see him later in the evening.?But he failed to return, and at around 01:00 hrs yesterday, his worried fiancée attempted to contact Singh on his cellular phone, but received a recorded message which indicated that his phone was turned off.?????Shortly after, she received a call from Shaw’s relatives about the accident.“We took a taxi to the scene but everything had been removed by then so we went to the Providence Police Station and the police showed us the license plate and the car documents and we confirmed that it was Sachin’s,” his sister Renuka Singh said.Singh’s fiancée told Kaieteur News that she later visited the mortuary to identify his remains.??She said that his upper body was burnt beyond recognition, and police escorted her out of the mortuary after she became hysterical.According to the fiancée, she and Sachin had planned to get married within a few months.? In an invited comment, Traffic Chief Neil Semple told Kaieteur News that he is of the opinion that the two young men were driving at excessive speed while under the influence of alcohol.He noted that they have received information that the young men were drinking at a wedding celebration.But this was refuted by Singh’s sister. She said that relatives spoke to her brother by phone at around 23:30 hours on Monday and he appeared to be sober.Sachin Singh is survived by three other siblings.Statistics from the Police Traffic Department show that at least 72 people have perished this year in road accidents, in comparison with 92 deaths for a similar period last year.Semple said that the department continues to appeal to persons to be responsible on the roadways.

    防治重金属污染是地方政府的历史责任 陕西省宝鸡市近***对发生于今年8月的凤翔儿童血铅超标事件***出了处理,11名政府官员受到党纪政纪处分。这起污染事件给我们带来了沉痛的教训,也给我们敲响了警钟:如果不能正确处理经济发展与环境保护的关系,环保措施落实不到位,环境安全和群众健康就会受到严重损害,有关责任人也必然要受到严肃问责。 今年以来,各地加大环保工作力度,大力推进治污减排,解决了一批困扰群众的突出环境问题。但是,环境形势还没有根本性改变,长期积累的环境矛盾尚未解决,特别是汞、铬、镉、铅等重金属污染***益凸显。今年以来,一些地方发生了10多起重金属、类金属污染事件,引起广泛关注。在党中央、国务院的正确领导下,这些污染事件经过地方政府以及环保等部门的共同努力,得到了妥善处置。但是,我们要充分认识到,这些污染事件只是重金属污染问题的冰山一角,由于长期累积,治理滞后,我国正面临着重金属污染问题密集暴发的严重威胁。 重金属污染严重损害群众健康,危及环境安全,影响社会稳定,党中央、国务院视之为危害环境与健康的腹心之疾。各地政府要以对党和人民高度负责的态度,以污染事件为鉴,肩负历史责任,辊筒电加热导热油炉,把防治重金属污染放在更加紧迫更加重要的位置,努力构筑环境安全屏障,绝不遗祸后人。 防治重金属污染事关人民群众的根本利益,事关生态安全,事关社会稳定 重金属污染是长期的矿产开采、加工以及工业化过程中累积而成的,在环境或生态系统中长时间存留、积累和迁移,严重时会引发公害事件。当前,重金属污染已经对我国的生态环境、食品安全以及经济可持续发展构成严重威胁。有关部门称,目前全国耕种土地面积的10%以上已受重金属污染。据估算,全国每年受重金属污染的粮食高达1000多万吨,造成直接经济损失达200多亿元。重金属污染一旦形成,彻底解决并非易事。例如,长期以来一些地方积累了大量铬渣,虽历经治理,但问题仍然突出,成为悬在头上的达摩克利斯之剑。对于受重金属污染的土壤、水体进行修复、净化,则更是难上加难。从长远来看,任何人包括我们的子孙后代都不能置身于重金属污染的危害之外。 重金属污染严重危害群众健康。随废水排出的重金属,即使浓度小,也可在藻类、底泥、土壤中积累,在食物链中富集,从而造成公害。上世纪六七十年代,***本曾经发生了震惊世界的水俣病和痛痛病事件,其根本原因就是企业将未经处理的含汞、镉废水排入河中,患者食用了遭到重金属污染的鱼和粮食。2000年1月,罗马尼亚境内一处金矿污水沉淀池,因积水暴涨发生漫坝,含有氰化物、铜和铅等重金属的污水进入多瑙河,造成河鱼大量死亡,河水不能饮用。重金属污染给人体健康带来的损伤是永久性的,不仅给患者及其家庭带来了极大的痛苦,而且给社会留下了难以愈合的伤疤,说“重金属污染猛于虎”一点也不为过。 我国重金属污染是随着工业化进程加快而逐步加重的,由于治理成本高、耗时长、见效慢,且缺少有效的技术和足够的资金,含有重金属污染物的废渣废水不断积累,造成近年来重金属污染事件密集发生,一些地方成为重灾区。例如,今年陕西、河南、云南等地发生了血铅事件,湖南浏阳发生了镉污染事件。一些地方由于重金属资源丰富,采矿冶炼企业遍地开花,污染物无序排放,造成整个区域流域重金属污染问题十分突出,个别地方成为无地可种、无水可喝、无粮可吃的“三无”地区。在一些地方,重金属污染不仅给群众带来了巨大的生命财产损失,而且激化了矛盾纠纷,引发了群体性事件,当地政府、群众以及社会为此付出了沉重的代价。 前事不忘,后事之师。重金属污染关系人民群众的切身利益,关系国家民族的长远发展,各地政府要提高认识、严肃对待,抓紧解决,绝不让重金属污染危害蔓延、殃及后人。 防治重金属污染关键在政府,责任在政府  ,工业冷水机品牌; 很多重金属污染问题是属于历史遗留下来的,有的则是近几年来新增加的,毫无疑问,重金属污染并不都是现任政府造成的,但解决这一问题,各地政府必须承担起历史责任。同时,防治重金属污染复杂而艰巨,需要从转变发展方式、调整产业结构、提高准入门槛等方面入手,用法律、经济、技术和行政手段实行综合治理,这就不是一个环保部门所能胜任的,必须由政府也只有政府才能担此重任。 防治重金属污染是实施现代化发展战略、建设生态文明赋予的历史使命。当前和今后一个时期,是我国全面建设小康社会、建设现代化国家的关键时期,也是从根本上遏制环境恶化趋势、全面改善环境质量的关键时期。环境问题解决不好,不仅会使我国现代化进程的步伐放缓,而且阻碍民族复兴伟大目标的实现。这不仅是失职于群众,且负罪于历史。重金属污染作为一种持续时间长、危害性大的环境问题,如果不抓紧治理,危害将进一步加深,后果十分严重。各地政府要以高度的历史责任感,认真落实国家关于重金属污染防治的重大决策部署,为实现现代化建设战略目标保驾护航。 防治重金属污染是党和国家赋予的政治任务。环境问题是重大民生问题,解决重金属污染是人民政府的应尽职责。一个家庭只要有一个人因污染致病,就会给整个家庭带来悲伤;一个地方只要有一个家庭因生态恶化致贫,就是发展的败笔。经济社会发展要以人为本,人既是发展的出发点,也是发展的落脚点。如果一个地区经济指标上去了,生态环境却恶化了,污染事故不断发生,群众疾病缠身、怨声载道,那么,这不仅有违政府执政为民的根本宗旨,而且辜负了群众的期望和信任,即使GDP再高,也不值得。各地政府要从以人为本出发,着力解决一批突出问题,为民解难,为国分忧。 防治重金属污染是环保法律规定的责任。我国环保法律规定,地方政府要对辖区环境质量负责。地区环境质量的好坏,检验着地方政府对环保政策法规的执行程度,衡量着地方政府的环保工作力度。一些地方重金属污染之所以***益严重,并发生污染事故,一个重要原因就是为了发展经济,罔顾国家政策和环保法规,盲目引进建设项目,片面袒护违法企业,环保要求不落实,执法监管不严格,群众呼声不理会。各地要把防治重金属污染作为推行依法行政、打造法治政府的重点领域,严格按照环保政策法律办事,实行环境与发展综合决策,***到全过程防范。 防治重金属污染,政府责无旁贷。各地要把解决重金属污染问题作为改善民生的重要突破口,作为考核领导干部政绩的重要内容,认真履职,早出成效,让人民群众满意,让党中央放心。 防治重金属污染必须从经济社会发展全局来统筹规划 环境问题本质上是发展问题,一方面,发展方式不当造成了污染,另一方面,防治力度不够影响了发展。重金属污染是发展中出现的环境问题,必须在发展中加以解决。各地要把重金属污染防治放在经济社会发展的全局中来谋划,作为一个系统工程来实施,作为一项长远任务来规划,***到有组织、有方案、有措施,突出重点,持续推进。 各地政府要把重金属污染防治纳入“十二五”经济社会发展规划中,统筹安排重金属产业发展规划,利用土地、环保、信贷、保险等政策制度调控产业结构;要制定严格的约束性措施,加大落后产能淘汰力度,像淘汰小火电一样,把淘汰任务落实到地方、分解到企业,制定具体指标,限时完成任务。 制定防治规划,***照油加热器,落实治理方案,提供资金保障。各地要以铅、汞、镉、砷和铬等重金属、类金属污染为防控重点,确定一批重点防控区域、行业和企业,统筹安排,分期分批确定减排任务。要支持环保部门加大执法检查力度,对于不符合产业政策的企业,乌鲁木齐高温水温机厂家,坚决予以取缔;对于污染严重和造成重、特大环境事件的企业,予以关停;对于不能稳定达标的企业,责令限期整改。要为环境治理与修复、企业周边居民搬迁、受害人群康复治疗等提供资金保障,确保治理目标按时完成,化解矛盾纠纷,维护社会稳定。 实行更加严格的准入制度,从源头防范重金属污染。要对会产生重金属污染的产业进行战略环评、规划环评,把好决策关;对于重金属项目要实行比一般建设项目更为严格的准入制度,落实环评前置和“一票否决”制;在环评过程中,对重金属建设项目,既要考虑项目对生态环境的影响,更要考虑其对人体健康的影响。 严格执行问责制,落实地方政府环境质量负责制。一些地方因为发展有重金属污染的产业而实现了经济增长的历史性跨越,同时,其环境质量也直线下降,甚至引发了严重的污染事件。防治重金属污染关键是要落实责任,尤其是政府及其主要负责人的责任。要把重金属污染防治成效作为考核地方政府及其主要领导的重要指标,通过绩效考核来推动污染整治方案和防治规划实施。实行严格的问责制度,落实地方政府环境质量负责制,因重金属污染造成群发性健康危害事件或造成重特大环境污染事故的,按有关规定对当地政府和有关部门负责人实施问责,并从企业的立项、审批、验收、生产和监管全过程追究责任。 防治重金属污染功在当代,利在千秋。我们要充分认识到重金属污染防治工作的长期性、艰巨性和复杂性,坚定信心,群策群力,为人民群众的健康,为维护社会稳定,恪尽职守、鞠躬尽瘁。

    Visiting Secretary General of the Commonwealth, Kamalesh Sharma said that the body is prepared to work with the new Government to strengthen the country’s electoral systems and implement anti-corruption measures.Following meetings with President of Guyana, David Granger and Prime Minister,Minister of Governance,Bvb Trikot, Raphael Trotman, with Secretary General of the Commonwealth, Kamalesh Sharma.Moses Nagamootoo, yesterday, Sharma sat down with Minister of Governance, Raphael Trotman, to discuss mutual areas of collaboration, a statement from the Ministry of the Presidency said.The Secretary General, who is here on a three-day working visit, believed that an improvement is needed at the grass roots levels as far as elections are concerned.“If the grass root structure is not strong, then the super structure cannot be strong”, he said.Trotman, the ministry said, assured the visiting diplomat that Local Government Elections ((LGE) continue to be a priority for the administration with one to be held before the end of the year.The last one has been held over two decades ago, with legislative and other reforms causing delays.Minister Trotman also indicated that Government is looking forward to the Commonwealth’s report on the recent general elections.According to Sharma, it is worth noting that elections results which came after a delay of five days with only a difference of about 4,000 votes…it is time now to build on that.The Commonwealth would be interested in working to support improvements in the elections process and has developed a compendium of best practices within its members states in the region and this will be shared with Guyana.Meanwhile, on the future of the Iwokrama International Centre for Rainforest Conservation and Development, Minister Trotman said that Government is trying to determine a way forward for the centre, which almost twenty years after its establishment, remains financially dependent on Government subsidies.The project, a non-profit organisation, is governed by an International Board of Trustees and managed by a professional team of around seventy permanent staff in Georgetown and at the Iwokrama River Lodge and Research Centre at Kurupukari. It was established in 1996 under a joint mandate from the Government of Guyana and the Commonwealth Secretariat to manage the Iwokrama forest, a unique reserve of 371,000 hectares of rainforest, “in a manner that will lead to lasting ecological, economic and social benefits to the people of Guyana and to the world in general”.The Secretary General said that Iwokrama has been the longest and most expensive project that the Commonwealth has embarked on.? He noted that Iwokrama was supposed to be self-sustaining but has instead; cost the organization some ?3.5 million.The Commonwealth would be prepared to support the development and implementation of a results-based management approach that is built on the original principle of a sustainable business model for the centre.? The Secretary General said that they can provide technical and financial support for crafting that model.Minister Trotman also said that the country is looking to the Commonwealth for help in the development of a code of conduct for Government ministers and officials.Other key areas of discussion at the meeting for potential and expanded cooperation were the Integrity Commission, debt management, trade, anti-corruption initiatives and access to climate change financing.The Commonwealth dates back to the mid-20th century with the decolonisation of the British Empire through increased self-governance of its territories. It was formally constituted by the London Declaration in 1949, which established the member states as “free and equal”.It consists of 53 member states that were mostly territories of the former British Empire.

From that list, the WOW programme was developed to assist them if they want to start up a small business for themselves. It could be hairdressing, sewing or whatever they choose,” head of the programme, Donna Short-Gill explained in an interview.So far, 1,100 women have accessed the WOW loans, which are open to those aged between 18 and 60.Participants range from unmarried teenage mothers, to divorcees, widows and women who have escaped domestic abuse.There is currently an interest rate of six percent. The loans are repaid over a two-year period.Kaieteur News was told that some persons have expanded from selling sweets to opening clothing shops.
