    Guyana likely to face several adverse effects of global financial crisisGuyana is likely to face some of the adverse effects of the global financial crisis in various sectors and the country could take about a year to recover fully from its impact.This was disclosed during a panel discussion arranged by the Georgetown Chamber of Commerce and Industry on the crisis and its implications for countries like Guyana.Panelists were Dr. Maurice Odle of CARICOM, and Assistant Chief Accountant of Bank of Guyana, Maurice Monroe.In his presentation, Dr. Odle focused on the implications of the vulnerability and volatility of Guyana-type economies; the impact on the financial sector and financial sector policy; the Non-financial sector, which is the real sector; and broad policy implications for Guyana and CARICOM, as a whole.According to Dr. Odle, Guyana is usually characterised as a small vulnerable economy which is susceptible to a high degree of income volatility. The vulnerability, he added, stems primarily from the very open nature of the economy as is reflected in the fact that exports are equivalent to approximately as much as 75 per cent of GDP.Dr. Odle said that the trade vulnerability is compounded by a considerable degree of structural dependence in that a few commodities ((sugar, rice, bauxite, seafood, gold and diamonds and wood products) account for the bulk of the export earnings.Moreover, he said, the sales of the commodities are concentrated on a few traditional markets in Europe and North America ((although the Caribbean is not an unimportant market for rice and shrimp).The Guyana goods sector is therefore likely to be adversely impacted by the external shock occasioned by the current financial crisis, especially if it leads to a full blown recession, Dr. Odle contended.“Guyana is also a very significant exporter of labour and last year was said to have received in remittances as much as US$424M, which represented as much as 43% of GDP. Since remittances are primarily out of income earned, the severe global downturn, centering on the USA, the main destination of the Diaspora, will have an almost immediate impact and is likely to persist beyond the period of the recession, until asset items foregone are acquired by the metropolitan based remitters.”He pointed out that vulnerability also exists with respect to foreign investment flows ((averaging nearly US$100m in the last three years) since these constitute a rather high percentage of private sector capital formation.Large projects, he added, involving a considerable capital outlay are likely to be the ones most affected, although ongoing projects would tend to be continued until the completion stage. “Thus the Marriott hotel project may be pushed backwards.”IMPACT ONFINANCIAL SECTORHe told the audience that the financial sector is said to be made up of commercial banks, insurance companies and other institutional investors, and the security sector.Commercial banks in a country like Guyana are fairly insulated from the global financial crisis because they are not holders of the toxic mortgage backed securities which have depreciated in value.The banking system does not have branches, or even stand-alone subsidiaries, of the worse hit foreign banks and correspondent banking relationships for facilitating day-to-day trading transactions are mostly intact, Mr Odle added.However, there is a danger that the local banks may become even more risk averse than they are today and will gravitate towards holding more liquid assets and fixed income government securities, and away from start-up ventures and the more risky activities that lack assured outcomes or adequate collateral, he said.“In any event, in a worse case scenario, the government should be prepared to perform its role of ‘lender of last resort’.”Dr. Odle asserted that the current global financial crisis should also cause the government to revisit the issue of introducing depositors’ insurance, moral hazard notwithstanding. Similar consideration could be given to savings in credit unions since there could be substitution between the two outlets, depending on depositors’ perceived levels of relative safety.With respect to the insurance sector, Dr. Odle said that a lack of sufficient disclosure and transparency makes it difficult to determine whether any toxic mortgage-backed securities are being held locally.“However, it is possible that some of the major industrial, commercial and public utilities assets are insured by the distressed giant, American International Group ((AIG) as is the case in Jamaica and Trinidad and Tobago, via a cross-border supply process operated by agents who have been termed “suitcase traders”.”Reinsurance costs, he said, are likely to increase for all local insurance companies as a result of uncertainty in the global economy.“One unexpected benefit of the global financial crisis could be that institutional nvestors like insurance companies,Cheap NFL Jerseys Authentic, pension funds, investment banks and mutual funds ((that experience a fall in income on foreign held assets) might want to hold a greater proportion of local or regional assets, with spin off benefits for local capital market development.”Up to now, the statutory portfolio requirement that institutional investors should, for prudential reasons, adhere to a certain minimum local assets ratio, has been honoured more in the breach, he said.The Guyana securities sector, therefore, may paradoxically benefit from the stress and volatility in the global financial markets, with both a larger proportion of funds being retained locally and, also, a reduced tendency for individual savers to hold asset balances abroad, and a reduced tendency of commercial enterprises to engage in capital flight.IMPACT ON NON-FINANCIAL SECTOR/REAL SECTORDr. Odle stated that the depth of the global financial crisis and the extent of the credit crunch and loss of business confidence are likely to determine the depth of the recession and this, in turn will determine the extent of the impact on Guyana’s real sector development.Indices, he noted, on the international commodity stock exchanges are already showing a significant downturn for most products. Sugar industry woes will come on top of the revenue lost from the EU’s renouncing of the sugar protocol and rice exports will be adversely affected by both global and regional demand.“In the case of bauxite and wood products, the slowdown by Russia, China and South East Asia may cause a significant reduction of demand. Similarly, the export of seafood will decline as a result of depressed global demand and a serious shortfall in tourist arrivals in the Caribbean, and our fledgling eco-tourism industry will take a while longer to take-off.”Dr Odle said that the exception is gold exports, whose price tends to rise significantly when there is uncertainty in the global economy and fluctuation in financial and currency markets.Also, the fall in petroleum prices from the high of US$147 a barrel to the current level of less than US$70 per barrel is important from the point of view of cost efficiency of non producers like Guyana.In addition, the price of imported building materials and household equipment may fall as a result of the collapse of the house building industry in the USA.“Of course, the government sector is also likely to feel the pinch since the downturn in private sector activity and incomes means less tax revenue generation. This will result in a cutback in government physical and social infrastructure.”There may even be a fall in the exchange rate if remittances plummet and proceeds from the illicit drug trade decline significantly, Dr. Odle opined.He also said that the overall growth rate, already very modest, is therefore expected to be even lower in both 2008 and 2009 given the length of time most experts predict it will take for the world to fully recover from the present financial crisis.“If both the private and public sector in Guyana have to cut back on employment creation, social tensions, and even the crime rate, god forbid, might be exacerbated.”He added that the financial sector is the Achilles heel of the global economic system.“There is an excessive amount of liquidity in Guyana and other Caribbean financial systems, even though some commentators feel that many creditworthy entrepreneurs are thereby being denied access.”However, he added, the meltdown of the Jamaican financial system shows that it is wise to err on the side of caution, although one of the problems in Jamaica was the plethora of both bank and weakly regulated non-bank financial intermediaries.The current atmosphere is inevitably one of need for careful monitoring of non-performing assets in financial portfolios.Thus Jamaica decided to introduce deposit insurance after its experience in the 1990s. It may be wise for Guyana to do the same. Since financial crises invariably infect the real sector, the Government should also consider increasing its level of foreign exchange reserves above the current level of about three months import cover; certain Caribbean Governments have deliberately opted for over five months import cover.A larger amount of foreign exchange reserves and a vastly improved fiscal balance situation would have allowed the Government of Guyana to engage in countercyclical expenditure policy to maintain the current level of economic activity when the current global financial crisis begins to really bite.“It is interesting to note that Trinidad and Tobago has a US$9 billion strong Heritage and Stabilization Fund, in addition to its normal reserves of US$2.5 billion. Some of these funds are managed by firms in the USA that have been bailed out but we are told that, as in the case of pensioned funds managed abroad, that they are “ring fenced” and therefore not endangered; this begs the question as to whether there should not be greater geographical and currency diversification of financial placements.”In Guyana’s case, there is going to be a particularly problem with respect to price and availability of foreign loans. The global financial crisis has brought to the fore the need for a more meaningful role of the State in market driven economies of both developed and developing countries.“At a more general level, there is need for a greater degree of production diversification and market diversification to cushion the effects of global economic crises. Guyana remains a very structurally dependent economy with a considerable amount of vulnerability.”A greater degree of regional integration, with an increase of intra-Caribbean transactions, could partially compensate for this exposure to external shocks.“One example could be the proposed regionalization of the mandatory local asset ratio of institutional investors.Finally, the international financial architecture, including the role of the IMF, suffers from some serious systemic weaknesses and needs urgent fixing.”He also said that countries, especially small vulnerable ones like Guyana, should not have to pay for the reckless financial actions of others. Developing countries need to be well represented in any new Global Stability Forum.Dr Odle said that homeowners are going to be affected, employment is going to be affected so we really have an economic, social and financial problem all wrapped up in one.Major concerns raised by the business people in the audience include the fact that in light of the crisis banks may tighten up on offering loans.The business community contended that the banking, before crisis, was already stiff and of it gets stiffer, that would not do any good for the economy.Another issue is the fact that lack of confidence of investors, bank managers and others may cause the economy to take longer to bounce back.One person in the audience even opined that if Barack Obama is elected President of the United States, the confidence level of many persons may

    Ursulla RamdayalPresident of the Jamaica Civil Service Association ((JCSA) Wayne Jones has assumed the Presidency of the Caribbean Public Services Association ((CPSA), taking over from Head of the Guyana Public Service Union ((GPSU), Patrick Yarde.According to the system used by the regional body, the presidency is rotated on an annual basis in alphabetical order, thus it is Jamaica’s turn to take up the mantle.Jones has been a trade union activist in Jamaica and the Caribbean for 25 years, beginning while he was a young Customs Officer. His duties as a trade unionist took him around the world and in 2001 he was appointed to his current position in the JCSA. He also served on other union bodies. Jones also holds the position of titular representative of Public Services International until his tenure ends in 2012. This position he also took over from Yarde, but by election and not automatically.Looking at the tasks that lie ahead, Jones mused that it is always difficult to take on a regional task where things have to be co-ordinated almost remotely and he paid tribute to Yarde’s tenure in this respect.Wayne Jones ? President, CPSAJones recognises that there are global issues that have to be addressed, as well as internal administrative issues. There is also the question of the relationship between regional public sector unions and their Governments.“They are characterised by too many discussions and fall outs,” said Jones pointing out that on the Guyana scene, there are some rather troubling trends and the relationship is not productive.“This is something to be addressed not only in Guyana but throughout the Caribbean,” he stated.Explaining that public sector workers are the persons who shape policies and advises policy makers, Jones emphasised that they are the ones who must implement them. “There is an urgent need for a synergy between the public sector workers and their respective political directorates in the region and that needs to come through the union. It is the union who is the voice and the representation of the workers. And that’s what collective bargaining is all about,” the trade unionist stated.Looking ahead at the legacy that the Caribbean civilisation would leave behind, Jones feels that it is time unions get involved in regional issues and decide what that legacy should be. Bickering and fighting among trade unions and Caribbean nations need to be addressed, and while it cannot be done all in one year, Jones feels that the start can be made.“We have to revisit our mandate. Industrial relations are a big issue,” he pointed out, slamming the fact that in the Caribbean, a lot of industrial relations issues are settled in the court. Explaining that industrial relations were initially premised on volunteerism, Jones added that good faith and a given word was the bond, and compromises were made.“But now governments are taking actions that have to be challenged, because of the expectations of society, we are not able to apply old strategies, but we are applying more intellect to our work. Governments are now seeing this as that we are weak,” Jones said.Pointing out that the life of the Guyana Public Service Commission expired last month, and there are no current public plans for reappointments, Jones said that this is happening around the regions as well. “The Public Service Commission was established as insulation between the bureaucracy and the political directorate, to ensure that a minister could not do what he or she wanted with a civil servant,’ Jones stated, adding that there is a crying need for this to be placed firmly back on the agenda, “and we intend to do that by individual discussion with the governments and raising it to the Caricom level also,” he said.With his work set out for him, is it possible that Jones can heal the rift of trade unionism in Guyana?Of this Jones says, “I intend to continue dialogue which has started. I intend to have discussions with the CCI. It is haemorrhaging. While I don’t have enough information, I am aware of enough to know it has to be done.”On the bauxite workers’ issue,Tottenham Home Shirt 2018/19, Jones observes the similarities between Guyana’s and Jamaica’s which has ground to a halt. But he warns that trade unions cannot be oblivious to other issues,” because they are workers issues and we are trade unions,” he added.The question of how to bridge the gap between the practices of different governments and bringing everybody together is a challenge that lies ahead, and the major part of this, is to transpose the good ones into others. Past president of the CPSA says the new president has the ability to do this, though it is not an easy task.

    Guyana is continuing its quest to explore alternative energy sources. This time, a London-based technology company is building a bio-ethanol demonstration plant that will use molasses at the Albion Sugar Factory, at a cost of US$500,000, Kaieteur News was told.According to Whitefox Technologies, yesterday, together with its partner, Green, it has secured a bio-ethanol contract with the Guyana Government.An example of a small scale ethanol dehydration technology that will be installed at the Albion Sugar Factory.Whitefox is working together with the Brazilian company,Basket Nike Air Max 90 Pas Cher, Green, to install the units for the plant and will be delivering a turnkey unit early next year.Bio-ethanol can be mixed with gasoline to create a blended fuel, offering the chance to significantly reduce Guyana’s reliance on oil imports.With sugarcane, one of Guyana’s main commodities responsible for approximately 20 per cent of the annual revenue and 40 per cent of all agricultural production, Whitefox said that the move will be seen as a positive move to use this resource and the local agricultural expertise in growing sugar cane, to produce liquid fuel ((in the form of bioethanol) and bioelectricity ((through using the waste bagasse from the cane).“Utilising this resource for bioenergy production will help improve Guyana’s balance of payments and enable it to become more self-reliant. “The objective is to move towards a 10 per cent blend of bioethanol to gasoline.”The project, through the government’s Agriculture Sector Development Unit ((ASDU), is being supported by the Inter-American Development Bank ((IDB).“As part of the development of its Climate Change Strategy, the IDB has identified sustainable bio-fuels as a priority area. After detailed studies it was concluded that locally produced bio-fuels could have a positive impact in Guyana.Whitefox Technologies will provide the dehydration technology for the first small scale bio-ethanol facility in Guyana.”Gillian Harrison, Chief Executive Officer of Whitefox Technologies said: “We are very proud to be playing a role in the development of the ethanol industry in Guyana. We see the potential for countries like Guyana to use locally produced resources to produce ethanol and electricity, which we expect to have a positive impact on development and improvements in the local economy”.Guyana is said to be well-suited for bio-energy production given its abundance of sun, water, and available land.

    Two detectives who were among a trio who reportedly attempted to hijack a car from a Grove taxi service last evening received the beating of their lives from an angry mob. He alerted a group of men at the corner that he was being robbed.The two men in the car followed him and identified themselves as policemen, but the group was not buying that. It was reported that during an ensuing melee, the driver was badly wounded by the two cops. One of the policemen was badly beaten also.Another man who is believed to be an accomplice and who was following in a separate car reportedly stopped to investigate what was going on, and was also badly beaten.Meanwhile, one of the suspects managed to escape the angry mob, but the night was not his. He ran straight into the home of a policeman who lives in Covent Garden, a neighbouring village.The two men were handed over to ranks of the Providence Police Station from where, together with their victim, they were taken to the Diamond Hospital.

In fact, he believes it is “fair.”Minister of Governance, Raphael TrotmanHe said, too, that the increases were necessary to address certain disparities in the salary structure in the three arms of the government the Legislative, the Executive and the Judiciary.Finance Minister, Winston Jordan, told Kaieteur News on Tuesday that the salary increases for Ministers and Members of Parliament were necessary for three reasons – to outline an income for Vice Presidents which did not exist before, to correct anomalies in the payment structure and finally, because the work load has increased.Jordan said, “We inherited a system where the President was receiving a salary of about $2M non-taxable. The Prime Minister was receiving a taxable salary of some $1.5M while the Attorney General, the Chancellor and the Chief Justice were receiving $1.6M.“There was no allocation for Vice Presidents; this position did not exist under the PPP. But the Senior and Junior Ministers were receiving the same pay of about $579, 000.”He continued, “It is clear that there are huge anomalies there. The President, Prime Minister and AG are receiving massive salaries and your seniors and juniors are at the same level, one-third of what the Prime Minister was receiving. Nowhere in the Caribbean does such a system exist.”The Finance Minister had explained that for Junior Ministers, the $579, 000 was increased by 12 ? percent while for senior Ministers it was increased by 50 percent. As for the Vice Presidents, he said, they received a 60 percent increase on the $579,000.He noted that the $1.6M salary for the Attorney General was increased by five percent while the Prime Minister’s salary was increased by 10.7 percent. The Attorney General, until now, was earning more than the Prime Minister.But even with the increase, the Prime Minister will take home less than the Attorney General who pays no taxes.He confirmed that President David Granger stands to benefit from the increase since his salary will be raised by five percent.The salary increases were published in the Official Gazette of September 25. The report listed Prime Minister Moses Nagamootoo’s salary as now $20,580,000 per annum, while the salary of every Vice-President was listed as $11,135,064.Cabinet Ministers’ salaries went up to $10,439,124 per annum while the Junior Ministers were entitled to $8,346,492.To those who are incensed by the salary bumps, Trotman said yesterday, the administration is not numb to their concerns. He said, “Trust us. You trusted us with government on May 11 and we ask you to continue to trust us and believe in us.”He made those statements, among others, as he was grilled at length on the issue during a post Cabinet press briefing.This newspaper reminded Trotman that when government took office it lamented that the economy was slowing down, the Consolidated Fund was in heavy overdraft hence major increases for certain public sector workers were not possible. He was even reminded of statements made to the effect that government has no apology to make about the increases.Asked if he would concede that this was indeed a political misstep for the government, Trotman skirted around the question. I believe that the Finance Minister actually gave the reasons for the differentials…There is nothing excessive,” he said.Minister Trotman is of the opinion also that what may be escaping the attention of the public is the fact that the Leader of the Opposition got a “sizeable” increase and so did every MP.He disclosed that there is a proposal currently before Cabinet to give consideration to former MPs of all the parties who had served over the years.“Many of them get a pension in the sum of $20,000 from the Parliament and we are looking to address some disparities that exist. We hear the concerns of the people. We are not numb to it but we ask that they trust us so that we can bring that good life to them…”Asked if government couldn’t wait a little longer to make the increases, Trotman said, “There is no part of the world where increases in salaries for politicians have gone down well… it is not a popular decision to take. In some countries it has led to riots but we believe it was necessary.”“Of course 20/20 vision tells you that the time was perhaps wrong or right but in a matter like this, there is no such thing as the right time because other events overtake you and there is no such time perhaps as the present.”The Minister of Governance reiterated that the government never hid the fact that the increases were coming. He emphasized that they were inevitable.
