    Three more witnesses took to the stand yesterday as the Linden Commission of Inquiry continued yesterday.Ronald Lewis, a driver, yesterday,Bvb Trikot, recalled going to Linden on July 18. He told the commission that he took a series of photos showing what transpired on July 18.Attorney at law Peter Hugh, who is representing the police, suggested that Lewis took approximately 250 photographs. Lewis said he knew nothing of that.Hugh then made the submission for the photos to be shown to the witness. However there was an objection from Basil Williams who argued about the relevance of the pictures being shown to the witness. The witness also said that he was shot in the leg but did not see the police shoot or the people throw missiles at the officers.Next was Yolanda Hinds, who was shot in the leg. According to her she was visiting the Linden Hospital on July 18 when she was shot. She said that she was treated by one Dr. Stevens, but was not given a medical certificate.Hinds further told the commission that she was on 28 days sick leave and upon her return to work she lost some of her benefits. The woman said she has not been paid.Brian Clarkson was another witness who was called yesterday. His evidence was brief. He said that a protestor was speaking when the police tried searching the man. Clarkson said that he rebuked the police for the way they treated the man, further inquiring if the force didn’t teach them psychology. He said that the police said that they needed to protect themselves.Kenneth Chance, a member of the “Justice for Jermaine” committee was another witness called. Chance told the commission that he was lucky that he was not shot since the police fired indiscriminately on July 18. He said that he had travelled to the mining town to lend support to the residents.On the last occasion two wounded Lindeners testified that they saw police ranks shooting at protestors who had gathered on or near the Wismar/Mackenzie Bridge on July 18 when three civilians were slain.One of the witnesses, 34-year-old mother of three, Alieshaw Barker, told the Commission that she managed to take two small children to safety even though she had been shot in both legs. She testified that she saw a man collapse on the bridge from gunshot wounds and that he appeared to be dead.The other witness, Linden miner Michael Roberts, recounted fleeing towards the Linmine compound and being shot in the face shortly after. He also alleged that he saw a man collapse in the compound and later learned that the victim was Allan Lewis, one of the slain Lindeners.The two witnesses stuck to their statements that they saw police ranks shooting at the protestors, despite being subjected to intense grilling by attorney-at-law Peter Hugh, who is representing the Guyana Police Force.APNU parliamentarian and attorney-at-law Basil Williams is representing Barker and Roberts, who are seeking compensation for their injuries. They both insisted that they were not participating in the protest when they were shot.

新批准的5处国家级海洋特别保护区包括乳山市塔岛湾海洋生态国家级海洋特别保护区、烟台牟平沙质海岸国家级海洋特别保护区、威海小石岛国家级海洋特别保护区等。首批7处国家级海洋公园包括广东海陵岛国家级海洋公园、广西钦州茅尾海国家级海洋公园、厦门国家级海洋公园等。
海洋特别保护区是指具有特殊地理条件、生态系统、生物与非生物资源及海洋开发利用特殊要求,常州电加热导热油炉,需要采取有效的保护措施和科学的开发方式进行特殊管理的区域。与海洋自然保护区的禁止和限制开发不同,海洋特别保护区按照“科学规划、统一管理、保护优先、适度利用”的原则,在有效保护海洋生态和恢复资源的同时,珠海电导热油炉,允许并鼓励合理科学的开发利用活动,从而促进海洋生态环境保护与资源利用的协调统一。
自2005年我国建立第一个国家级海洋特别保护区,到2010年已建立17个。加上本次新建的5处国家级海洋特别保护区和7处国家级海洋公园,宜兴导热油锅炉,海洋特别保护区总面积接近36万公顷。

    – seeks audience with CommissionerSimona BroomesAfter learning about a boast that the police will be paid off, a city businesswoman is convinced that that is exactly what happened after investigators allegedly misplaced statements from an alleged con artist.Simona Broomes, who is in the mining business for more than 20 years, is seeking an audience with the Police Commissioner to highlight the possible corruption regarding the misappropriation of more than $1.5M by a man who she had entrusted to conduct her business.“Everyday I look in the papers I see that the Commissioner is fighting corruption within the force. So now I want to tell him about my situation,” Broomes said yesterday.Broomes owns three mining blocks at a place called Honey Camp, Issano.According to the businesswoman, in April last year she was approached by two men, one of whom she knew previously. She said that the man offered to oversee her blocks, to ensure that no one operates there without paying her royalties.After agreeing to the terms of the arrangement, Broomes communicated this to the Guyana Geology and Mines Commission ((GGMC).A few months later she learnt that the men had been permitting persons to work her claims and were collecting royalties without her knowledge.She again wrote to the GGMC, this time advising that the men were no longer permitted to act on her behalf. Her husband subsequently traveled to the area to investigate.Contact was made with one of the men who denied the allegations.But in October last year, Broomes received a telephone call from another miner who owns claims in close proximity to hers, informing her that the practice was still being continued by the men.In addition, the men were also permitting persons to work on the other miner’s claim. Broomes told this newspaper that she was informed that the man whom she had initially contracted to act on her behalf had been giving receipts to persons from whom he had collected monies to allow them to operate on her claims.All the time the man was telling persons that he was acting on Broomes’ behalf and was handing the monies over to her.? Armed with this information, Broomes contacted the police and together with her son and two policemen, they went to the area and confronted one of the men.To her surprise, some of the persons who were found working on her claim produced receipts that were given to them by the man to prove that they had paid him royalties totaling $1.562M.The man was detained and taken to the Bartica Police Station where he gave a statement in which he reportedly admitted collecting monies on Broomes’ behalf.He even told police that he had lodged $400,000 at the Parika Police Station, which he said was a part of the money he had collected for Broomes.The businesswoman subsequently uplifted that money from the police and the man was placed on station bail.But then strange things began to happen.The man never returned to the police as was arranged and according to Broomes, she got word that the man had boasted that nothing would come out of the matter since he would pay the police.She contacted the then Acting Crime Chief who assured her that justice would prevail in the matter.Weeks passed and nothing happened.Broomes said that earlier this year she was at the GGMC main office when she saw the man’s accomplice and she immediately contacted the police who came promptly and arrested him.However, this accomplice who also gave a statement to the police, claimed that he had given all the royalties collected to his accomplice, who had promised to pay Broomes.“He said that he really thought that the man had given me the money,” Broomes told this newspaper.On Labour Day she finally laid eyes on the number one suspect in a city supermarket.However by the time she summoned the police and they arrived he had made good his escape.The man was captured a few days later in the city and during a confrontation said that he offered Broomes $176,000 which she refused.He was handed over to police from the interior division. He then reportedly changed his story, claiming that the $400,Air Max 90 Saldi,000 that was handed over to Broomes at the Parika Police Station was all he had collected.But according to Broomes, the police have copies of receipts from persons who paid the suspects monies totaling $1.692M.This is when Broomes began to suspect that there was some collusion between the man and the police.According to the businesswoman, the investigating ranks who claimed to be new to the case informed her that they were unable to locate the initial statements, in which both men admitted collecting monies on her behalf.She said that when this was related to the Divisional Commander he was livid, since he was already informed about the woman’s recent concerns that the police would have compromised the matter. “This is not the first time that I am a victim of lost statements by the police. Up front I had heard that the man would pay the police and now I am convinced that this is the truth. They found my statement but they can’t find the others,” Broomes told this newspaper.She said that she has no idea if the suspects have been charged since the police has not contacted her.

    The Guyana Defence Force remained tightlipped on the arrest of two of its ranks by police after they were found in possession of a quantity of 7.62×39 ammunition, which is used in the AK-47 and M-70 assault rifles.The two ranks, who are attached to the GDF Coastguard, were held along with a civilian on Tuesday evening by members of the Guyana Police Force.Kaieteur News understands that the men were arranging a sale for the ammunition when they were intercepted. Police in a statement issued late yesterday afternoon confirmed the arrests but did not identify any of the suspects as members of the Guyana Defence Force.The police statement said, “About 18:30 hours yesterday ((Tuesday)…, ranks of a police patrol? stopped and searched three men who were seen acting in a suspicious manner on the Railway Embankment at Plaisance, East Coast Demerara, during which a box containing one hundred and thirteen ((113) 7.62 x 39 rounds was found. The men are in police custody assisting with the investigations.”This newspaper contacted the office of the Chief-of-Staff of the GDF yesterday for a comment on the matter but he was unavailable.Another call was made later in the afternoon with the same results.Contact was also made with another GDF officer who expressed ignorance about the arrest. confirmed that there could be no Local Government elections this year.According to Dr Surujbally, the groundwork that has to be completed before such elections could take place would not be completed by November 30 deadline that had been set for the holding of local government elections.Chairman of the Guyana Elections Commission Dr Steve SurujballyDr Surujbally said that there must first of all be the completion of the National Register of Registrants ((NRR), the production and distribution of the new modern Identification Cards, the delimitations exercise, the claims and objections period as well as an education drive.The NRR is still to be completed and there are in excess of 300 cases of multiple registrations which have been identified as a result of the finger print cross referencing programme and is currently being addressed.There is also another 84 cases still to be unresolved given the poor quality of the fingerprint and this is also to be addressed.In excess of 432,000 registrants have been verified and Okayed, according to Dr Surujbally.As it relates to the new ID cards the Company Thomas De La Rue was paid 90 per cent of the total sum due for the production of the new ID cards at a cost of just under US$2 per card placing the overall figure in the vicinity of US$870, 000.The company was approached ever since last year for the production of the new cards but said that it would not commence any such exercise until at least 90 per cent of the total sum paid over and this was done on June 16, according to Dr Surujbally.According to Dr Surujbally as it relates to the delimitation of constituencies, GECOM will not be changing existing boundaries, but will seek to establish constituencies within and in conjunction with the existing legal/administrative framework of the Regional system.He noted that should there be adjustments GECOM would be using its legal authority.Dr Surujbally also reported that GECOM has decided that the Commission will determine Operational Guidelines and Principles pertaining to the delimitation exercise and shared with Stakeholders namely the political parties, Regional Democratic Councils, Local Authority Areas and village leaders among others at the appropriate time.He pointed however that the implementation of the delimitation will be hinged directly on the passage of the proposed new system for Local Government Elections and as such was paying attention to the parliamentary process given the imminent recess coupled with the fact that the relevant Bills are in the select committee stage.“Delimitation should be completed by the end of October and GECOM will be guided by the mandatory Order to be signed by the Minister of Local Government relative to the number of councilors, and by extension the number of constituencies for the respective Local Authority Areas.”The GECOM Chairman also reported that the entity is currently preparing to conduct the compulsory Claims and Objections exercise to produce the Official Lists of Electors ((OLEs) required for the holding of Local Government Elections.He added that training for the exercise had been completed, but refresher courses will be held before Claims and Objections commences.“The Claims and Objections exercise will provide opportunities for persons who will be 18 years or older by a date to be specified by the Commission, but who are not now registered, to apply for registration….“Any person who will be 18 years or older by a qualifying date to be specified by GECOM, and who is a Guyanese by birth, descent, naturalization, or is a citizen from a Commonwealth country living in Guyana for one year or more can register during the Claims and Objections exercise and be issued a National Identification Card thereafter.”Dr Surujbally did emphasis that the Claims and Objections exercise will not commence until the ID card distribution and the delimitation exercises are completed and that the exercise should not be more that six weeks.As it relates to the education programme Dr Surujbally told media operatives that GECOM is currently fine-tuning a comprehensive strategy for embarking on a Civic and Voter Education campaign for the conduct of Local Government Elections.This he said involves the provision pertinent in all strata including at grass roots levels, He said that the education drive would include the production and installation of suitable billboards and banners at strategic locations, the production and distribution of flyers and pamphlets, visits to schools,Maglia Milan Puma, and the publication of notices in the local newspapers.He added also the appropriate infomercials will also be produced for publication via radio and television.He said that it would focus initially
